The County of Riverside Transportation Department (County) is requesting proposals (RFP) from qualified consulting professionals (Consultant) to provide On-call Environmental Services to augment its in-house resources for the delivery of necessary Road Improvement Projects (Projects) with the required expertise and staff capabilities to meet project schedules and/or deadlines. Potential Projects will be identified or funded in the Transportation Improvement Program (TIP).
Notice is hereby provided regarding the availability of a Request for Proposals. Consultants who desire to submit a Proposal in response to this request can download the RFP and its attachments from the link provided below.
The County is seeking to award On-call Environmental Services contract(s) to “full service” firms and specialized firms that can provide as many of the services listed in Attachment A. Scope of Services as possible. Proposals covering a single area of expertise will ONLY be accepted for Biological, Cultural and National Pollutant Discharge Elimination System (NPDES) services. The following disciplines will be accepted:
1. Environmental Services (full service)
2. Biological Services (single area of expertise)
3. Cultural Services (single area of expertise)
4. NPDES Services (single area of expertise)
The selected firms will assist the County with overall environmental compliance of Projects including but not limited to: preparation of environmental studies and documents to comply with the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA) and NPDES.
Some work will require coordination with the California Department of Transportation (Caltrans), and may include compliance with Federal Highway Administration (FHWA) requirements. All work performed by Consultants will be per applicable County and/or Caltrans standard practices, regulations, policies, procedures, manuals and standards, as appropriate and may also include compliance with FHWA requirements.

Proposals submitted by Consultants will serve as the basis for developing a short-list of firms that will be invited to provide oral presentations at the time of the interview.

All inquiries to this RFP should be submitted prior to date identified in the Events Calendar.
Prospective consulting firms are encouraged to promptly notify the County of any apparent inconsistencies, problems, or ambiguities in the RFP. Consultants may submit questions via email to David Castro at [email protected]. All email inquiries should contain “RFQ Inquiry” in the email subject line. Inquiries shall only be accepted through this email address; telephone calls, physical letters and in-person contacts will not be accepted. If deemed necessary, the County may call for a pre-proposal meeting to discuss issues raised.
