ENGINEERING AND ENVIRONMENTAL SERVICES
FOR
I-10 BYPASS PROJECT:  BANNING TO CABAZON
RIVERSIDE COUNTY TRANSPORTATION DEPARTMENT

The County of Riverside Transportation Department (COUNTY) is seeking technical proposals from qualified engineering professionals (CONSULTANT) to provide engineering and environmental services for preparing Plans, Specifications, and Estimate (PS&E) to construct a new two-lane roadway extending approximately 3.3 miles from the intersection of Hathaway Street and Westward Avenue in the City of Banning (CITY) east to the intersection of Bonita Avenue and Apache Trail in the unincorporated community of Cabazon.  COUNTY, on December 7, 2021, has completed Phase I, Preliminary Engineering and secured the environmental approval for the project.

The environmental services in subsequent phases will primarily entail securing the necessary regulatory permits for the construction of the I-10 Bypass Project and implementing and monitoring the Mitigation Measures.  CONSULTANT will be responsible for preparing the final Right of Way Needs Maps for the Project.  COUNTY, under a separate Request for Proposals, will solicit for the right of way engineering services to prepare appraisal and acquisition documents to secure the necessary right of way for constructing the project.  The legal descriptions and plats shall be prepared by COUNTY.  During the Bidding and Construction Phases, the CONSULTANT will provide design support services.

Project Description

The Project is located in the San Gorgonio Pass area of Southern California, partially within the jurisdiction of the COUNTY, the CITY, and the Morongo Band of Mission Indians Tribal Land.  The new roadway and bridges would cross undeveloped land south of Interstate 10 (I-10).  In the past, emergency closures on the I-10 in the San Gorgonio Pass Area have resulted in motorists being unable to exit the I-10 for long periods of time.  The County of Riverside, Caltrans, the California Highway Patrol (CHP), the Cities of Banning, Beaumont, and Palm Springs, the Morongo Band of Mission Indians in cooperation with the local emergency providers developed the I-10 “Lifeline” Emergency Action Plan to address closures on I-10 between Hargrave Street in Banning and Indian Canyon Drive in Palm Springs.  The I-10 Bypass: Banning to Cabazon Project is a major component of the “Lifeline” Action Plan.

The new road will serve as a local connection between Banning and Cabazon for motorists, bicyclists, and pedestrians and would provide an alternate road between Banning and Cabazon in the event of a closure on I-10.  During a full or partial closure of I-10, the Project would function as an emergency route between the I-10/Hargrave Street Interchange to the west and the I-10/Morongo Trail Interchange or the I-10/Main Street Interchange to the East. In addition, the Project would provide a connection from Cabazon to I-10 and Banning that does not require an at-grade crossing of the railroad tracks.

Consultants will need to submit proposals as described in Section IV, Submissions, of this RFP.  Proposals submitted by Consultants will serve as the basis for developing a short list of firms that will be invited to provide oral presentations and be interviewed.
