County Road Standards and County Standard Specifications

New County road standards and specifications became effective March 2, 2023 through the adoption of County Ordinance No. 461.11 by the Riverside County Board of Supervisors. These standards replaced the previous County Ordinance No. 461.10 road standards adopted in 2007. A summary of the updates is available below.

Update Regarding the Use of RAP (Reclaimed Asphalt Pavement)

To ensure compliance with state requirements for incorporating recycled materials in roadway construction per AB 2953 (Use of Recycled Materials), Section 11 of Ordinance No. 461 County Standard Specifications is updated effective immediately by the County memorandum, “Updated Specifications Using RAP in HMA,” dated September 25, 2025.
